The Capital Project Manager is responsible for the oversight and management of multiple capital projects from schematic design through project completion and occupancy. This role works on both new build projects and the renovation of existing spaces and infrastructure. This position reports to the Executive Director of Physical Plant Operations.

ESSENTIALS FUNCTIONS/TYPICAL DUTIES
Manage all phases of construction project development of local and state funded repair, remodel, renovation and new capital construction projects.
Responsible for the selection and coordinate hiring activities for Consultants and Contractors; Review payment applications, shop drawings, requests for information, change order proposal and other contractor submittals.
Coordinate contractor activities with campus managers and administration to anticipate and reduce the impact of construction projects on academic and other campus activities.
Perform construction site inspections, attend weekly project meetings and maintain project records
Department Management / Coordination
Serve as the campus coordinator with the State Board of community and Technical office budget office for Capital and construction projects; and a liaison between the city, public and permitting agencies operations staff, maintenance staff, and other internal and external stakeholders for assigned projects
Coordinate communication among design consultants, and project managers from the Division of Engineering & Architectural Services, the contracting authority for the community and technical college system. Review plans and specifications to assure construction design fulfill program needs and are in compliance with codes and college construction standards. Provide critical evaluation of appropriateness of design solutions offered by design consultants, and when appropriate campus administrators.
Meet regularly with campus administrators and other stakeholders as required to develop, coordinate and complete capital projects as well as the biennial capital budget request to the State Board for Community and Technical Colleges and the state legislature.
Maintain AutoCAD drawings and construction drawings.
Finance and Budget
Prepare the campus capital budget, which includes the Major projects, renovations and minor repair projects in accordance to the guidelines established by the State Board of Technical and Community Colleges; Prepare the facility master plan for campus renovation and repair project based on the condition assessments.
Develop, monitor, and maintain construction budgets; review cost estimates, certify payments, coordinate issues with the finance office and campus administration and recommend action to keep projects within budget. Exercise discretionary authority over "change order" budgets.
Perform other related duties as assigned.
Bachelor's degree from accredited institution in Construction Management, Architecture, Engineering or related field (or equivalent education and relevant professional experience)
Four years of experience managing capital projects and in construction management
Knowledge of building construction materials, methods, practices, building code requirements, and various government regulatory policies, rules and regulations required
Success working effectively and positively with individuals of diverse cultural and socioeconomic backgrounds.
Ability to read and comprehend documents such as CAD drawings, safety rules, operating and maintenance instructions, and procedure manuals
Valid unrestricted Driver's License
Knowledge of theory, principles and practices of engineering and architecture related to design and construction of buildings
Knowledge of HVAC, electrical and structural engineering concepts
Knowledge of relevant building codes
Ability to use sound judgment on difficult engineering/architectural problems
Ability to complete projects on schedule within appropriation amounts and in accordance with contract documents
Ability to effectively manage multiple projects amid changing priorities in a fast-paced environment
Knowledge of building construction materials, methods, practices, building code requirements, and various government regulatory policies, rules and regulations
Ability to interpret plans, specifications, blueprints to organize, prioritize and coordinate construction activities
Effective oral and written communication skills; problem solving, process design and facilitation skills
Attention to detail and follow-through skills
This position is eligible for relocation allowance.
