Asset Management has an outstanding opportunity for a Facilities Environmental Engineer to support the University of Washington. Under general supervision and guidance from the Engineering Manager, this position leads the collaboration to ensure that the University of Washington complies with various environmental regulations and to meet the sustainability goals set by UW's leadership. This position also provides technical engineering expertise during the programming, planning, design, construction, commissioning, turnover, operation and maintenance of UW facilities and infrastructure. UW's Seattle campus comprises over 300 buildings and 15 million gross square feet, including a major medical center/teaching hospital, state of the art research facilities, classrooms, offices, sport and recreation facilities, dormitories, utility distribution systems, 8 miles of utility tunnels and two central utility plants. Other UW campuses and facilities comprise over 230 buildings and 4.5 million gross square feet including the University of Washington Tacoma and Bothell campuses, Pack Forest, Forks, Sand Point, Friday Harbor and the UW Tower complex. Duties and Responsibilities: *Lead the collaboration with other departments to ensure that the University of Washington complies with environmental regulations of City, State, and Federal agencies.*Prepare and submit required emissions reports to the Puget Sound Clean Air Agency (PSCAA) per the UW Seattle Campus Air Operating Permit (AOP) requirements for the Power Plant, Hospital, and any other buildings on campus.*Review and update the UW Seattle AOP Operations Maintenance Plan. *Regularly inspect and record general campus and air pollution sources (i.e., crematory, Power Plant combined stack, construction sites, emergency standby generators, paint booths) for visual emissions per AOP requirements. *Responsible for the data collection, preparation, and submission of various reports and other requirements to the Department of Ecology and the Environmental Protection Agency (EPA). *Assist with the preparation and submittal of the Seattle Campus Phase I Municipal Stormwater General Permit annual report.*Perform field inspections such as shoreline outfalls, oil bulk storages and oil-filled equipment as required by the Municipal Stormwater General Permit and SPCC Plans. This includes escorting EPA and Ecology representatives during unannounced campus inspections.*Review and update UW Seattle Campus Stormwater Pollution Prevention Plan (SWPPP) and Stormwater Operations and Maintenance Manual. *Review and update Seattle Campus Spill Prevention, Countermeasure and Control (SPCC) Plan and Facility Response Plan (FRP).*Assist with Seattle Campus SPCC and FRP and other types of personnel training. *Assist with the collection and reporting of Carbon Emissions data to the EPA and WA State Department of Ecology to meet the goals of the UW Sustainability Office. *Support major Capital Projects on environmental issues including overseeing the preparation and submittal of Construction Projects' Stormwater Permits. *Prepare and submit environmental investigation and cleanup proposals. *Other duties may include participation in Emergency Operations Response and drills, lead Regulated Materials Group meetings, hazardous materials records review and retention, SEPA review, etc. *Perform other duties as assigned. Requirements include:Bachelor's degree in environmental or chemical engineering or another engineering field.5 years of relevant professional experience within the environmental engineering field.Ability to develop, plan, direct, and coordinate effective engineering programs and projects.Ability to acquire a Professional Engineers License in WA State within 1 year of employment.Ability to establish and maintain effective working relationships: e.g., clients, regulatory agencies and personnel, health/safety professionals, consultants, management, peers, etc. Ability to work independently.Effective verbal and written communication skills.Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.Desired:*Certification as a Professional Registered Engineer with the State of Washington.*Accreditation as an AHERA Building Inspector (capable of performing asbestos surveys) or ability to complete within 6 months of employment.*Accreditation as an AHERA Project Designer (capable of developing asbestos abatement design documents) or ability to complete within 6 months of employment.*Successful completion of a US EPA-sponsored 72-hour Lead Training Program for Supervisors and Contractors or ability to complete within 6 months of employment.*Successful completion of a Washington State Department of Ecology-sponsored 40-hour RCRA (Hazardous Waste) Training Program or ability to complete within 6 months of employment.*Successful completion of a 24-hour EPA-sponsored Hazardous Materials Sampling Training Program or ability to complete within 6 months of employment.Conditions of Employment:*Must be able to work in mechanical/electrical spaces, utility tunnels, outdoors, confined spaces, around operating equipment such as boilers, pumps and transformers, and on active construction sites.*While usual hours fall within standard business hours, work may be required during hours beyond standard business hours including weekends.
