UC Berkeley’s Digital Health Clinic is an internet-based diabetic retinal disease detection service that UC Berkeley’s Optometric Eye Center provides to medical clinics throughout California. The Digital Health Clinic provides professional diagnostic consults through EyePACS, a clinical communication system that has been used successfully for clinical consults in diverse clinical settings. Clinicians at UC Berkeley specifically trained in diabetic retinopathy detection provide interpretation of retinal images.
OVERVIEW: The Assistant Director will provide general day-to-day oversight of program operations, working within a small team, for the UC Berkeley Digital Health Program. This will include technical support and overall maintenance and expansion of the Digital Health program, which provides expert medical consultation of photographs of patients’ retinas to enable diagnosis and referral of diabetes-related retinal disease. These photographs are taken in remote clinic sites throughout California and uploaded, with patient diagnostic information, and uploaded to the EyePACS website (www.eyepacs.com). Incumbent will assist with resolution of any problems for photographers uploading images, troubleshooting issues with retinal cameras or computer equipment/programs, training of photographers to take retinal images on multiple retinal camera systems in the method prescribed by EyePACS, and interact with and follow-up with outside clinical administrators to ensure diabetic retinopathy screening has the appropriate resources to succeed. These tasks will require both remote assistance for the entire program (all CA clinics) and regular on-site visits to Northern CA clinics.
Key Responsibilities: A. Manages, plans and administers a range of administrative operations for the Digital Health Program. •Maintain oversight and organization of the Digital Health Program under the faculty director of the program. •Organize and streamline administrative processes to help accommodate increasing workload. •Maintain a collaborative work environment. •Develop and execute marketing and advertising plans, including travel to various conferences and meetings. •Initiate contact with community clinics in Northern California that do not use UC Berkeley Digital Health for diabetic retinopathy screenings •Distribute information to clinics interested in contracting with UC Berkeley Digital Health for diabetic retinopathy screening program support and consulting services. •Set-up and manage accounts on EyePACS and other functions, such as resetting of passwords and configuring access privileges. •Provide site visits, traveling to clinics in Northern California, which may include the following, depending on purpose of visit: •Camera set-up and deployment •Photographer training on retinal photography method and the use of the EyePACS interface. •Liaison with clinic administrators involved in the program •Provide information/presentations to clinic medical doctors about diabetic retinopathy and the medical value of screening upon request (only expected if candidate has OD or equivalent) •Troubleshoot the operation of the EyePACS program in daily usage and take part in diagnosing and recording problems and communicating with programmers as requested. •Coordinates and participates in the process of certifying photographers for the program. •Support the photographer certification process by reviewing practice cases and providing constructive feedback to photographers. •Provide monitoring and remediation of certified photographers after they begin photographing patients, if needed to refine technique. •Work on administrative aspects of insurance billing. •Coordinate with different insurance payers for medical billing of services •Set up new relationships with payers •Assist with reporting of billing data to payer and clinic.
B. Develops and prepares budgets and financial reports for funding which may be complex. Performs recharge administration. •Develop and submit annual budget to the School of Optometry finance staff
C. Provides input into non-technical portions of grant and contract proposals. •Coordinate with campus contracting units to establish new contracts and contract renewals in a timely manner
D. Performs studies for resource plans, including approaches, trends, sources and uses. •Optimize data to expand the program into new primary care clinics •Review and assess performance metrics on EyePACS by clinic and photographer
E. Develops and implements procedures for supply inventory and to keep equipment in good working condition. •Manages the deployment of cameras to external clinics •Ensures routine maintenance of equipment and cameras at our internal and external clinics •Perform/authorize maintenance of Digital Health-owned equipment (retinal cameras, power tables). •Troubleshoot technical problems by photographers at remote clinics including but not limited to digital-retinal camera functions and operation, and related computer and software. •Liaise with other UCB Digital Health team members in the field to maintain customer service and provide quality control
F. Learning and Development •Occasional travel to meetings/conferences to as a vendor to promote services •Develop a basic understanding of the digital-retinal camera functions and operation, and related computer and software
G. May supervise a small staff of support employees and/or students.
H. Coordinate the design and drafting of organizational website content; correspondence to organizational constituents.
I. May assist with fundraising related duties in partnership with our Development and Alumni Relations team.

Education/Training: •Bachelor's degree in related area and/or equivalent experience/training
