Oversees the timely and accurate processing of payroll in accordance with MSMU policies and applicable federal and state payroll and tax regulations. Responsible for ensuring 403b contributions are calculated and contributed timely and accurately within MSMU and ERISA guidelines, and works closely with MSMU's 403b plan external auditors. The Payroll Specialist develops policies and procedures related to payroll processing, and works collaboratively with other departments, primarily Human Resources, on payroll related matters.
Duties and Responsibilities:
Manages payroll processing for assigned employees to ensure accurate and timely payments.
Responsible for preparing and auditing 'pre-payroll' reports prior to transmitting payroll and review for accuracy and approvals. Also responsible for performing 'post payroll' review procedures, including accurate and timely reporting to the Accounting Department for general ledger posting
Prepares 403b retirement contribution report to ensure timely and accurate submission to third party administrator, as well as ongoing maintenance of contribution timeliness report
Accurately calculates out-of-sequence, manual or final checks, as needed
Initiates contact with and finalize paperwork for all States where MSMU has employees
Responsible for the development and maintenance of payroll department policies and procedures designed to ensure efficiency and accuracy for all payroll related transactions, as well as ensuring adequate internal controls are in place
Maintains contracts and related information, salary reduction forms, payroll deductions, wage garnishments and liens, or other information for payroll processing purposes
Responsible for troubleshooting, investigating and resolving payroll, tax or retirement plan processing issues that may arise. Continuously perform internal payroll audits to ensure accuracy, and identify processing trends/issues requiring intervention.
Serves as a leader during annual 403B retirement plan audit by providing accurate and timely responses to auditor requests for information and questions
Administrator for payroll related systems, including ADP and Time & Attendance system, with responsibility to ensure systems are set-up and functioning properly. Troubleshoot and collaborate with ADP to correct system set-up issues as they arise.
Performs employee deduction account reconciliations to ensure accuracy for accounting and/or premium payment purposes
Responsible for the hiring, training and supervision of MSMU student employees
Responsible for the timely and accurate response of employee oral or written inquiries related to payroll within 24 hours
Creates and distributes ad-hoc reports as requested
In addition to payroll duties, provide support to the Accounting department, as needed
Perform additional special projects and/or other duties as assigned
Other Duties and Responsibilities:
Assists AVP - Financial Services, Controller - Budget Director, or Assistant Controller with other special projects or duties as assigned
Serves as back-up to payroll department colleagues when vacation, illness or other absences occur
Understanding of how to process a full cycle payroll, include 'pre' and 'post' payroll reconciliations and transactions
Understanding of Federal, State and other applicable laws governing the administration of payroll
Familiarity with basic accounting principles
Working knowledge of Microsoft Office suite applications with emphasis on Excel
Abilities and Skills:
Ability to provide remarkable service to all employees who come in contact with the payroll office
Ability to work confidentially with discretion on privileged and sensitive information
Ability to independently trouble shoot, analyze and recommend a course of action when payroll related issues arise
Ability to work well with other payroll team members and employees from other departments regarding process improvements or other issues that may arise
Understand and uphold the University's personnel and payroll policies
Ability to calculate and process information quickly and accurately
Effectively organize, prioritize and handle multiple tasks to meet recurring deadlines
Learn new concepts quickly and accurately
Ability to work in close proximity with others and with frequent interaction
Strong organization and prioritization, interpersonal, basic mathematics, customer service, data entry and very accurate typing
Basic accounting skills desired
Operate a calculator with speed and accuracy
High-school diploma required
Bachelor's degree preferred, in a business-related field desired
One to two years' detailed clerical experience
Previous payroll experience desired
ADP experience and business background desired
Work Location: Both Chalon Campus (West Los Angeles) and Doheny Campus (Downtown Los Angeles)
