Position Summary: The University Contracts Specialist is a hands-on leader reporting to the Lead Procurement Specialist responsible for the guidance, coordination, and execution of university agreements. Develops templates, negotiates terms and conditions and works collaboratively with campus constituents. This position provides contract development guidance to procurement staff and campus stakeholders. Responsible for a diverse scope of University contractual agreements with high attention to detail and ensuring timeliness of services. Able to execute multiple initiatives against time constraints.
The University Contracts Specialist primary responsibilities include but are not limited to the following: independent analysis, development, evaluation, processing, and management of university contracts with a high level of detail and attention to accuracy.
Draft and establish binding contracts including special agreements.
Review contract terms and conditions and ensure they are appropriate for the commodity or services procured.
Review client generated contracts for accuracy and completeness including but not limited to the state, federal, private industry and non-profit agreements, utilizing clauses and forms as appropriate.
Negotiate complex and/or non-compliant contract terms and conditions where appropriate.
Develop final executable contract documents.
Provide on-going contract administration to assure contract compliance.
Correct contractual problems and processes, perform contract close-outs and/or cancellations.
Review, develop, and finalize Student Affiliation and Intern Agreements, Teaching Agreements, and other off-campus experience-based student learning agreements.
Review and finalize various non-standard property lease, facility, and operating agreements for adherence to campus, CSU, and state guidelines, policies, and regulations, to assess potential risks and recommend approval/disapproval.
Interface with the Office of Risk Management and University General Counsel, as needed, to finalize favorable contracting terms.
Monitor and initiate change orders or amendments to contracts, as needed.
Draft special modifications/amendments for contracts, as needed.
Maintain physical and electronic contract files and records for retrieval, audit and internal control purposes.
Request for proposal, contract development, evaluation, price and terms negotiation, and award.
General administration responsibilities may include but are limited to prioritize requests and communication of status.
Tracking documents, analysis of financial data, interpreting and applying applicable rules and policies, understanding and making decisions related to term and conditions.
Writing and developing.
RFP for solicitation, award evaluations, and recommendation reports.
Contract specifications and scope of work in collaboration with stakeholder/campus clients.
Execution of documents.
Notifications, termination of contract, non-disclosure agreements, and other official contract related communications.
Education and Experience:
Bachelor's Degree or equivalent is preferred in a closely related field.
Administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs in the specialty of Contract Administration.
Four years of related experience in a complex organization and the administrative specialty of procurement or contract administration.
Valid CA Driver's License and Insurance.

Ability to understand and apply expertise to complex university contracts and agreements including the application of applicable laws and regulations.
Ability to administer all aspects of procurement contracting including the ability to strategize, analyze, develop, evaluate and execute contract administration methodologies.
Demonstrated ability to work independently to review and/or develop complete and accurate final contract documents. Demonstrated ability to proactively prevent problems and effectively problem solve.
Ability to accurately and responsibly manage a high volume of contracts and administrative detail.
Excellent business math skills.
Excellent organizational skills.
